If you know how to get to Rosarito Beach, exit the last Rosarito Exit, continue for ten minutes past the Rosarito Beach Hotel, AM/PM, Fox Studios, Popotla, and Calafia Hotel.  Costa Bella is on the right at K-36.7.

If you come to The Castle Restaurant or Las Rocas Hotel and the ninety-five foot head-blinking Jesus on the hill, you’ve gone too far. 

Although I can say (modestly) that I have crossed the border near 300 times in my life, without Mexican Insurance, I highly recommend you purchase it.
